I am afraid we can only agree

that we have been rather forgetful of the

Foreign Office in this matter. They, of

course, are not entirely perfect in keeping

us informed on matters of mutual interest

does

but that/not absolve us in this case.

It may

not be thought necessary to reply with a

definite apology but perhaps Mr. Ellis may

care to speak to Mr. Moun sey and promise that

we will keep the Foreign Office informed in future on this subject.
